Montevideo is surrounded by bodies of water in its three sides and earlier in history was referred to as easily defended fortress for the Spanish empire. In Montevideo it is safe to just walk in the street to stroll around, but if you prefer to have a ride a 15 Uruguayan Peso can make you ride a bus. There are also recommended car rentals.
